What is the Advertiser Permit UAE?

The UAE Advertiser Permit is an official license and was introduced under Federal Media Law No. 55 of 2023 and operationalised through Cabinet Resolution No. 20 of 2025.

In short, it lets you post paid or unpaid advertising content on social media.

The National Media Authority (NMA) issues it, previously known as UAE Media Council, but changed its name in early 2026.

This applies to anyone that promote products, services, or brands online:

  • Influencers

  • Bloggers

  • Content creators

  • Social media personalities

  • Anyone publishing paid or sponsored content online

The rule was introduced to keep online advertising in the UAE transparent, and the permit applies if you create content inside the UAE.

Without this permit, posting advertising content in the UAE breaks media rules. Fines start at AED 10,000 for first offences and reach AED 1,000,000!

  1. Influencers and content creators. Nano, micro, or macro. Instagram, TikTok, YouTube, or Snapchat (any social media).

  2. Affiliate marketers. Anyone earning through affiliate links or discount codes.

  3. Bloggers and YouTubers. If you publish sponsored content, you need it.

  4. Visiting creators. Tourists who film paid content in the UAE need a Visiting Permit.

  5. Brand ambassadors. Anyone paid to promote a brand.

  6. Anyone getting free stuff in exchange for posts. Gifted product. Comped meals. Hosted stays. All count as payment under UAE law.

The rule applies across all seven emirates and covers UAE citizens, residents, and visitors.

Even if the brand you promote is outside the UAE, you still need an Advertiser Permit if the content is created in the UAE.

Fines for Posting Without a Permit

First offense: Starting at AED 10,000

Repeat or serious offenses: Up to AED 1,000,000

Other consequences:

  • Posts get removed

  • Permit gets cancelled

  • Trade license gets cancelled

  • Visa renewal gets blocked

  • Social accounts can be suspended

Brands and agencies are also liable. If they hire a creator without a permit, they get fined too. This is why most UAE brands now check permit status before signing any creator.

Who is Exempt from the Advertiser Permit UAE

1. People promoting their own business

If you only post about your own products or services, you do not need a permit. Examples:

  • A restaurant owner promoting their own restaurant

  • A personal trainer promoting their own services or a designer advertising their own clothing brand

The moment someone pays you to promote their stuff, the exemption ends. Then you need a permit.

2. Minors posting educational content

People under 18 may not need an Advertiser Permit if they post content about education, sports, culture, or public awareness and follow child protection rules.

However, if a minor is involved in paid advertising or brand promotions, extra rules apply, and a parent or guardian must supervise the activity.

Who Can Apply for an Advertiser Permit?

You can apply for an Advertiser Permit in the UAE if you meet these basic rules:

  • You are at least 18 years old

  • You have a clean record with no past media violations

  • A UAE residence visa (for residents) or apply through a UAE-licensed agency (for visitors)

  • You hold a trade license that covers electronic media, digital marketing, or content creation (residents only)

Your trade license must specifically list "electronic media" or "digital marketing" as an activity.

If your license is missing this activity, you have two options:

  1. Add the activity to your existing license (AED 1,500 to AED 2,500)

  2. Get a new media license through DED (AED 1070)

Visitors do not need a trade license. But they must apply through a UAE-licensed agency.

Stage 1: Get a Trade License

You need a trade license through DED that covers electronic media or digital marketing.

Time: 3 to 7 working days.

Stage 2: Get a Police Clearance

This is a good conduct certificate. You can apply through the UAE Pass app.

Time: 2 to 5 working days. Cost: around AED 220.

Stage 3: Apply Through the NMA Portal

  1. Go to nma.gov.ae

  2. Go to the Media Licensing section and select Advertiser Permit.

  3. Log in using UAE Pass.

  4. If your UAE Pass is not linked, enter your personal details and upload your Emirates ID and address information.

  5. Complete the application and upload the commercial trade license, police clearance, and passport/Emirates ID).

  6. Submit the application and wait for approval. The permit is issued electronically.

The NMA reviews complete applications within 3 working days.

If they do not respond within 15 working days, the application counts as rejected. You must start over.

  • Show your permit number on every social account used for advertising

  • Post only from the accounts listed on your application

  • Check who the advertiser is before promoting them

  • Never work with fake or unknown brands

  • Get extra approvals for regulated topics (health, finance, real estate, alcohol, supplements, education)

  • Avoid misleading or harmful content

  • Follow UAE content standards on morals, religion, and national values
