Why do I need an influencer license in Dubai?

In Dubai (and the wider UAE), any form of paid or commercially beneficial content on social media is legally classified as advertising.

This means if you:

  • Get paid for posts, stories, reels, or videos

  • Receive products or services in exchange for posting (including barter)

  • Promote brands with affiliate links or discount codes

  • Attend events or experiences in return for coverage

  • Create sponsored reviews or shout-outs

So if you're an Instagram influencer, TikTok creator, YouTuber, UGC creator, Affiliate marketer, Personal brand owner… You are considered an advertiser under UAE media law.

If you don't have a license, you risk fines up to AED 10,000 and more for repeat violations.

Step 1 - Confirm the Correct License Activity

Before applying, confirm the correct activity type with the UAE Media Council.

You will choose between:

  1. Blogging Service

  2. Marketing Service

  3. Both fall under Electronic Media Activities and are priced the same.

We recommend that every influencer who does paid collaborations, barter/gifting, choose the "blogger activity". That covers everything for you.

You start with this step first, because choosing the wrong activity can delay your permit approval later.

Task:

  • Contact the UAE Media Council support if you're unsure

  • Ask: “Should I apply under Marketing or Blogger activity for influencer work?”

Step 2 - Get Your Trade License (Fast Track)

You must have a trade license before you can apply for the influencer permit. Sounds big, but it isn't. Processing time may be as fast as 2 hours!

We wouldn't recommend getting a business license, because it's costly to maintain. You need it if you plan to set up a proper company.

For an influencer's business license, it is not needed, but get a Trade license.

You can get a trade license from the Dubai DED.

Remember to click DED Trade licence without office address.

You have 2 options:

  1. Visit the DED Cafe Branch at Palm Strip Mall (best option)

Requirements

Emirates ID and UAE Pass.

Processing time may be as fast as 2 hours!

Price

  • Trade License Fee: AED 1,070

  • DED Fees: AED 346

  • Total: AED 1,416

Once issued, you officially become a legal media business!

Step 3 - Get a Good Conduct Certificate

You must prove a clean legal record. It is part of the eligibility for the Advertiser Permit.

This is specifically for the UAE. If you have some old skeletons from your home country hanging over you, no issues.

Apply online through your emirate’s police portal or Ministry of Interior portal (we recommend the last one since it's faster and cheaper - 50 AED).

Cost

  • Dubai: ~AED 200

  • Sharjah: ~AED 50

Processing Time

The estimated delivery time is from 5 min to 5 hours. Usually, the same day. If there are any delays or holidays, it may take 2 working days.

Step 4 - Apply for the Advertiser Permit (Influencer Permit)

Now that you have a trade license and a Good Conduct certificate, you apply for the UAE Advertiser Permit (this is what legally allows you to post paid content).

This is the permit that is called an “influencer license.”

Apply online through the UAE Media Council.

Log in with UAE Pass and upload the required documents.

If you need detailed help, here’s how to apply for an Advertiser Permit UAE.

Required documents

  • Trade License (Step 2)

  • Police Clearance (Step 3)

  • Emirates ID

  • Brief description of advertising/promotional activity

  • Social media links/accounts used to post content

Visitor / Short-Stay Permits

For a non-resident influencer visiting the UAE on vacation or under tourist visa, you can also apply for a Visitor Advertiser Permit through an authorized UAE agency/talent manager.

We can help you with that and handle the entire process for you.

This permit is typically valid for 3 months and can be renewed once. It costs the same, approximately 1,500 AED, and takes around 2-3 weeks to obtain.

Expert Tip for Creators

Even if you only receive barter gifts/services by visiting a place, or affiliate commissions that are not cash-related, be aware that these count as commercial content under UAE law.

So don’t assume free products are exempt — they must be covered by your license and permit.

Unless you want 10,000 AED in fines! YIKES!..
