A social media license in the UAE is the paperwork you need to earn money from posting online. 

It's actually two documents: a trade license, plus an Advertiser Permit from the National Media Authority.

But want to hear something funny?

No UAE authority issues a document called a social media license. Neither an influencer license nor a content creator license.

All three names are the same pair of official documents, which is why prices run from AED 1,500 to AED 35,000.

Why Prices go From AED 1,500 to AED 35,000

Most articles on this topic are written by business setup companies. Their product is company formation. So when you ask them "how do I get a social media license," their answer is a free zone company package: SHAMS, RAKEZ, IFZA, a media city somewhere. 

Those packages start around AED 5,750 and climb past AED 35,000 once visas and office add-ons stack up. As a creator, you don’t need that. 

Think of it like this. You ask for a bicycle, and the shop quotes you a car. The car is not a scam. It is just pricier and not exactly what you asked for.

If you are one person earning from content, the cheap route is a DED trade license with a media activity. Then the permit on top. That route costs about AED 1,500 all in for year one.

Three Names, Same Two Documents

Three search terms sit on top of the same pair of documents. Only the last one on this list is a real, official name:

Think of the trade license as a certificate to run your lemonade stand, and the Advertiser Permit as permission to get paid for holding up signs for other people's stands.

The everyday names don’t really matter. The official ones do. 

So when a consultant gives you a price for a "social media license," ask which of the two documents it covers. Most cover only the trade license and skip the permit.

Quick bit of background. The permit comes from Federal Media Law No. 55 of 2023, put into action by Cabinet Resolution No. 20 of 2025. It became mandatory on 1 February 2026. The NMA (used to be called the UAE Media Council until early 2026) issues it.

Case 1: You Earn From Content (Even Gifts Count)

You need both documents. The cost-effective route starts at your emirate's economic department.

The trade license comes first. A DED media license costs AED 1,070, and it must list marketing management as an activity.

The permit comes second, through the NMA portal at nma.gov.ae, using UAE Pass. You must be 18 or older with a clean record. It is free for the first three years, then AED 1,000 a year. 

Add a police clearance certificate at AED 230 and about AED 200 in admin fees, and your DIY total for year one lands at about AED 1,500.

Visiting creators work differently. A Visiting Permit costs AED 500 for three months. You can extend it once to six months total, and the NMA only accepts these applications through a UAE-licensed agency.

How to Get a Social Media License: The Four Steps

The full process, compressed:

1. Get the trade license. DED, media activity listed, AED 1,070. Takes about two hours if your documents are in order. Yes, really.

2. Get a police clearance certificate. AED 230, through the Dubai Police app or your emirate's equivalent.

3. Apply for the Advertiser Permit. NMA portal, sign in with UAE Pass, and list every account you will post paid content from.

4. Wait. Processing takes two to three weeks. Do not book branded work for that gap.

Social Media License in Abu Dhabi, Sharjah and the Other Emirates

The Advertiser Permit works in all of the UAE. One permit, one NMA, valid across all seven emirates. 

The only thing that changes by emirate is who issues your trade license: DED in Dubai, ADDED in Abu Dhabi, SEDD in Sharjah, and so on. The costs move a little between them. 

Abu Dhabi adds a layer for businesses. ADDED separately requires businesses to hold a permit for advertising and marketing activity, at AED 1,250 for individual establishments and AED 5,000 for companies. 

Case 2: Your Business Posts Its Own Content (You're Exempt)

You need your trade license and nothing else.

The NMA exempts anyone promoting their own products or services on their own accounts. A restaurant posting its own specials. A clinic posting its own treatments. A founder posting about her own app. None of that needs a permit on top of the trade license the business already holds.

The exemption ends the moment someone pays you to promote their business instead of your own. Example: a cafe posts its own new menu, no permit needed. The same cafe gets paid to post about a coffee machine brand, now it needs one.

Case 3: You Hire Creators (Their Missing Permit Is Your Fine)

You need your trade license, and every creator you hire needs theirs.

If you hire a creator without a valid permit, your business faces penalties of its own, separate from whatever the creator faces. That is why UAE brands now check permit status before signing anyone.

Before a brief goes out, you want three things: the creator's trade license, their permit number, and confirmation the permit lists the accounts they will actually post from.

Permit holders can only post from the accounts named on their application, so a creator licensed for Instagram is not covered for a TikTok campaign.
